Senate Passes Partial-Birth Abortion Ban

WASHINGTON, D.C., OCT. 21, 2003 ( The U.S. Senate gave final congressional approval to a ban on partial-birth abortion, sending the measure to President George Bush for his signature.

If the bill withstands expected legal challenges on constitutional grounds, it would be the first federal law banning an abortion procedure since the 1973 Roe vs. Wade Supreme Court decision that legalized abortion.

The 64-34 vote came three weeks after the House passed the same measure by 281-142.
