It is the fifth instruction for the implementation of the Second Vatican Council´s Constitution on the Liturgy.

«The instruction clearly states the principles which will guide episcopal conferences in the translation of future liturgical texts,» said Galveston-Houston Bishop Joseph A. Fiorenza in a statement. «The principles reflect the discussions the English-speaking conferences have had with the Congregation of Divine Worship and the Discipline of the Sacraments over a considerable period of time.»

He continued: «It is now our hope and expectation that there will be a much quicker approval of liturgical texts that are submitted to the congregation. Indeed the proper supervision expected of a bishop for the liturgical life of his diocese depends to a great extent on the availability of approved texts.

«The relationship of the congregation to the English-speaking episcopal conferences and to the mixed-commission ICEL (International Commission for English in the Liturgy) has been a matter of recent discussions with the Holy See. We look forward to continuing this discussion.»
