Philippine intelligence documents reveal that Khalid Sheikh Mohammed, 38, traveled twice to the country to oversee the plans using either bombs or a sniper’s rifle, the newspaper said. The plots were in 1995 and 1999.

Mohammed, a top lieutenant of Osama bin Laden’s, confessed in a taped interview published in September that he was proud of the devastation he had inflicted on America. Still at large, he has a $25 million bounty on his head.
