Bishop John D’Arcy, of the Fort Wayne-South Bend Diocese, delivered that message Sunday at parish here where he grew up.

In private letters to other Church officials as early as 1978, he questioned the reassignment of priests accused of sexual misconduct, the Boston Globe said.

On Sunday, Bishop D’Arcy said that the Church must improve its screening process for accepting seminarians. »It’s time to ordain men of quality, not to just look for numbers,» he said.
