One has to wonder why this condition exists. Is it the Church’s historical authoritarianism? It is out of fear that divisiveness would be encouraged? Is it a lack of understanding of potential benefits? Is encouraging intercommunication harmful or helpful?

I don’t know the answer to these questions. But it seems to me that efforts should be made to discover them.
