Archbishop Collins was bishop of the Diocese of Saint Paul from 1997 to 1999. The diocese has a Catholic population of 53,365 in 23 parishes and missions.

EDMONTON, Alberta, MAR. 15, 2001 (Zenit.org).- John Paul II today appointed Edmonton Archbishop Thomas Collins as apostolic administrator of the Diocese of St. Paul in Alberta. This nomination follows the recent resignation of Father Walter Laliberty as diocesan administrator for reasons of health.
