When making his announcement in late April, Archbishop Roberto Lückert León of Coro was asked by journalists about the recent torture-death of soldiers, victims of the military establishment.

He said the new office «will be most active in those areas from which reports and protests come.»

Referring to the military sector, the archbishop said: «There is a rotten stew that is being uncovered.»

«There are many cases of abuse,» he added. «It is not imprudence, as Defense Minister Jorge Luis García Carneiro says.» The archbishop contended that violations against human rights in the military realm are being covered up.

He added that the victims can apply to the bishops’ conference for advice and assistance. «A team of sociologists, lawyers and Constitution experts will follow up the reports,» he said.
