The Kampala government itself decided that only a Catholic missionary, not involved in the issues of the conflict, could guarantee the negotiations between the two conflicting parties. Father Tarcisio Pazzaglia has been chosen for the task.

The missionary has gone to the north of the country, specifically to the Sudanese border, to meet with representatives of the guerrillas to negotiate a possible handing over of arms in the hope of pacifying the region.

According to Father Pazzaglia, the rebels´ chief expressed his wish for peace and «appreciated the opportunity for dialogue offered to them.»

«The army has assured that it will not attack LRA groups during the negotiations it has just begun, while the Lord´s Resistance Army will abstain from laying ambushes,» Father Pazzaglia concluded.
